What number of points cannot be awarded at the Eurovision Song Contest?

Explanation

Each of the participating countries give 12 points to the most popular song, 10 to the runner-up and then 8, 7, 6, 5, 4, 3, 2 and 1. A country's vote is made up 50% of a popular vote via phone/text, and the remaining 50% from a professional jury. You cannot vote for your own country. The country with the highest overall point score wins.
